Social Action for Community Alternative Learning (SACAL) is a non-profit, non-partisan and secular organisation committed towards bringing overall community development of the rural population in tribal dominated State of Odisha. Registered in August 1999 under the Societies Registration Act, 1860, the organisation is presently working in two districts – Ganjam and Gajapati districts of the State.
The organistion’s work may be broadly categorised under the following four headings:
Strengthening Community Based Organisations
Education, Nutrition, Health, Water & Sanitation
Sustainable Agriculture & Livelihoods
Natural Resource Management
Disaster Response & Mitigation
Presently the organisation works in 140 villages,across 19 Gram Panchayats in two Blocks of Sorada in Ganjam and Mohana in Gajapati. Over 60% of the villages are geographical inaccessible and characterised by hilly terrains, devoid of basic amenities such as drinking water, basic sanitation and other critical services. Nearly 80% families in those villages belong to tribal communities – Soura and Kandha and other vulnerable categories.

SACAL endeavours to empower the marginalized, poor, less-fortunate, particularly Tribal, Women & Dalit communities to capacitate & build up community based organizations to support their efforts through an integrated approach for a sustainable natural resources management, gender equity & meaningful livelihood initiatives through a people centered democratic process.
